TOWN OF JACKSON MONTHLY BOARD MEETING
FEBRUARY 13, 2012
Meeting called to order at the Town Hall at 7:00 P.M. by Chairperson Connor. Present were Chairperson Dianne Connor, Supervisor Nancy Growe, Supervisor Rogar Larson, Clerk Lorraine Radke, Treasurer Kimberly Campion, Road Supervisor Guy Lohman with 12 others present. Absent, Fire Chief Dan Canpion. Pledge to flag said. Clerk Radke stated proper notices had been posted. Board reviewed agenda, Motion by Supervisor Growe to approve agenda, Seconded by Supervisor Larson. MOTION CARRIED.
Minutes of the January 9, 2012 monthly board meeting reviewed, Motion by Supervisor Larson to approve minutes as presented, Seconded by Supervisor Growe, MOTION CARRIED.
Financial report presented by Treasurer Campion, she spoke of taking an amount from loan at Community bank for road work done before August settlement if needed. Motion by Supervisor Larson to approve financial report as presented, Seconded by Supervisor Growe, MOTION CARRIED.
Supervisor Larson spoke on amounts left from 2011 budget and suggested some ideas, Treasurer will check the amounts and it will be discussed more at the March monthly meeting.
Bill’s presented, Supervisor Larson ask about different amount’s paid to Kenneth Tonsager as to hours worked, Clerk explained as to amount’s withheld for federal and state taxes. Motion by Supervisor Larson to pay all bill’s as presented, Seconded by Supervisor Growe, MOTION CARRIED.
Discussion on fire dept. Mark Chaklos said they had 1 stand by call, been doing truck training, generator not installed yet, but they still plan to hook it up to garage and fuel pumps, still getting bids on new truck, they have gotten requests from people to burn brush piles but the firemen do not want to get involved in that. He spoke of new fire warden being at last fire dept. meeting and explained we are in severe drought at this time. He spoke on fire prevention and extreme cost to people if any fire they set gets out of control . He said if any property owner would like to have an inspection made as to the fire wise program to call them .
Discussion on highway dept. Road Supervisor Lohman said sign inspection being done, doing maintance on equipment, clearing downed trees, putting up new fire numbers, having some stop signs re-done. He said he has had a request from couple propane companies to exempt them from road limits, Supervisor Larson said he will be discussing this later tonight.
Discussion on Moser Drive gate, nothing to report since last meeting, court date is set for May 4 at 8:30 A.M.
Discussion on Shore Road item, Supervisor Larson said he has been checking minutes from 1965 to 1979 and has found nothing on it. He checked with the abstract office and found nothing there. He had the road supervisor measure the road as to the structure put up being on town right of way, after all the checking, he feel’s the town should have the attorney draft a letter to property owner to have it removed, otherwise the town could be held liable if someone has an accident there. Perhaps there could be an agreement drawn up with property owner stating town would not be liable, after quite a bit of discussion, Motion by Supervisor Growe to have Roger Larson contact the town’s attorney MR. Grindell, to find out what can be legally done with this, Seconded by Supervisor Larson, MOTION CARRIED.
Discussion on road sign policy drafted by Road Supervisor, Supervisor Larson explained it, after some discussion, Motion by Supervisor Growe to adopt the policy, Seconded by Supervisor Larson, MOTION CARRIED.
Discussion on resolution to participate in the Wild Fire Protection Plan, Supervisor Larson explained the plan, he said the Town of Jackson has been approved for a $ 10,000.00 grant thru this program for a brush site, he spoke of different grant’s available thru them for fire wise protection, after all discussion, Motion by Supervisor Growe to adopt the resolution, Seconded by Supervisor Larson, MOTION CARRIED.
Discussion on adopting resolution # 42, Town officer term changing from the second Tuesday in April to the third Tuesday in April, as recommended by W.T.A., Motion by Supervisor Growe to adopt the resolution, Seconded by Supervisor Larson, MOTION CARRIED.
Discussion on replacing town loader, Supervisor Larson gave some figures from John Deere, quite a bit of discussion held, on cost for any repairs to present loader versus getting new one, after all discussion, Motion by Supervisor Larson not to replace loader at this time, Seconded by Supervisor Growe, MOTION CARRIED.
Date for March meeting set for March 12, 2012 at 7 P.M. Chairperson Connor said she will be absent, Supervisor Growe will preside at the meeting.
No building permits issued. No operators licenses application presented .
Mark Chaklos spoke of running a cable line for internet from clerk’s office to meeting room, board said no objection.
Supervisor Growe spoke on setting a date for 2012 re-cycle day, date set for Saturday, June 16 from 8 A.M. to NOON.
Supervisor Larson spoke on W.T.A. meeting he attended as to Ambulance call’s, he stated people should call the ambulance not friend or neighbor if need help, especially older people on medi care, they pay cost. He also spoke on a meeting he did not attend but got information on it, on removing trees etc. from town roads due to the July storm, WI.Dept. of Transportation working on getting funds to get roads back to shape they were before storm. He spoke on road limits from county as to a permit to be given to go over limit set. Road Supervisor will check it out more. Supervisor Larson spoke on storm damage recovery amounts town can do a one time levy, this will be considered at the budget hearing in 2012.
No further business at hand, Motion by Supervisor Larson to adjourn, Seconded by Supervisor Growe, MOTION CARRIED. Meeting adjourned at 8:50 P.M,
