May 12, 2008 Monthly Board Meeting Minutes
TOWN OF JACKSON MONTHLY BOARD MEETING MAY 12, 2008 Meeting was called to order at the Town Hall at 7PM by Chairperson Dianne Connor. Present were chairperson Dianne Connor, Supervisor Nancy Growe, Supervisor Gary Biron, Clerk Lorraine Radke, Treasurer Kim Campion, Road Supervisor Bob Proehl, Fire Chief Dave Formanek with 14 others present. Pledge to the flag said. Clerk Radke stated proper notices had been posted and published. Board reviewed agenda. Clerk Radke said Mark Krause had called and asked to be added on the agenda with more information on items discussed last month. Motion by Supervisor Growe to approve agenda with additions, seconded by Supervisor Biron. Mt.Cd. Minutes of April 14, 2008 monthly board presented. Motion by Supervisor Growe to approve minutes as presented, seconded by Supervisor Biron. Mt. Cd. Financial report presented. Treasurer Campion state she has received a full scholarship to attend Treasurers Institute Class in Green Bay in the amount of $634. She spoke of sharing a room with a stranger and requested the board to approve an extra amount of $210 for a private room. The town will receive the $634 back after she has completed the class but not the extra $210. Also the deadline is June 13 so would like to get it sent in right away before the next meeting. Motion by Supervisor Growe to pay the extra $210 for a private room and allow the treasurer to send a check right away. Motion seconded by Supervisor Biron. No further discussion. Mt.Cd. Motion by Supervisor Growe to approve financial report as presented seconded by Supervisor Biron. Mt.Cd. Bills presented. Clerk Radke spoke on bill to Register of Deeds for easement deed on Leef Road requested by the DNR. After some discussion the clerk was instructed to call the DNR and ask them to possible attend the June meeting and explain more. Motion by Supervisor Biron to pay all bills s presented, seconded by Supervisor Growe. No futher discussion. Mt. Cd. Discussion on Fire Department. Chief Formanek said there were 3 calls since the last meeting. A mutual aid call with Webb Lake on a wild land fire and a tree across power lines. One call to an accident on Mallard Lake Road that they did traffic control on. Chief Formanek spoke on getting Mallard Lake Road striped in next year’s road plan. Supervisor Biron said it will be checked into. Chief Formanek said they had a mutual aid call with Webb Lake but were called back. He said the training on open water rescue will be held on May 27 at 6:30 PM at West Cadotte Lake. He said the fire department bought a 1999 Ford 4 wheel drive truck for $12,000 from Mora, MN and seems to work great for what they need it for. Will be putting on a light bar and other items needed. Town Clerk has gotten it insured and will be getting the title transferred. He spoke on putting a door between Fire Hall and stairway to storage area so they have better access to the area. Second Alarm will help with the labor. Dave stated that Brian Langdon donated the 4 new chairs in meeting room. Board thanked Mr. Langdon for them and the table donated by him earlier. Dave said there will be a cancer benefit for Rita Heideman at Lipsie Pines on Sunday, May 18. Dave said damage done to guard rail on bridge on Voyager Road. It is a hazard. Board will look into it to see what can be done. George Sonterre said the Smelt Fry had a very good turnout. Discussion on Highway Department. Road Supervisor Bob Proehl said grader training through Nortrax will be at the Jackson garage on August 15. They have been doing a lot of clean up from winter damage. Lot of trees down, etc. He has gotten 2008 sign compliance done. Maps are done. Grader and dump truck converted back for summer use. Crack sealing will begin after Memorial Day. Clerk Radke said she received a call from a party at 3620 Deer Lodge Drive that a plow had done damage to their fire number. He said he spoke to one of the highway men and was told they would be back to fix it and have not done so. He and a friend have gotten flat tires from it and asked if they could be reimbursed. Board will check it out more. Discussion on Mallard Lake Road project as to revised plan due to higher cost of materials. Supervisor Biron explained it more. Paul Johnson spoke to board on police patrol he does for Webb Lake and Scott and the amount of burglaries in area. He worked up an hourly wage rate for patrolling in Town of Jackson part-time at 20 hours a week plus extra hours for Memorial Day weekend through Labor Day weekend at a cost of $7500 total. This would be a pilot program through that time. Board explained that this was discussed at the 2008 annual meeting and the people requested the board to look into it more. After all discussion, motion by Supervisor Biron to accept the above proposal from Paul Johnson on the pilot program presented, seconded by Supervisor Growe. No further discussion. Mt.Cd. Mark Krause spoke on up-date on Moser property. Will do a quick claim deed on old road discussed. Don’t need to vacate the road. Mr. Krause spoke on the Haase property discussed last month. He showed deeds done properly on West end of road and East end. Issue off Meyer Road as to no deeds, etc relating to Mr. Haase’s property. He asked board if Town of Jackson want to get title to portion of the road on Meyer’s Road. After some discussion, board asked Mr. Krause to have George Benson get some cost figures to board on it. Board told Mr. Krause to go ahead with plans presented concerning the Rick Haase property. Mark spoke on Thompson Bay Road. He will bring up-dated maps to board. He presented a bill for $1000 for work to date on this project. Board instructed clerk to issue a check for it. Discussion on cemetery. Supervisor Growe spoke on cremation lots that were originally allowed 4 per lot. It is now at 2 per lot. Jack Lawler gave Supervisor Growe all the papers, etc. he had on cemetery maps etc. Supervisor Growe will work on updating the cemetery plans for future meeting. Clerk Radke presented renewal Class A liquor and beer licenses, cigarette license and non-intoxicating license from Voyager Superette INC. James Moser agent and Class B liquor and beer license, cigarette license and non-intoxicating license from Lyncher-Nine LLC. DBA Crow Bar, Mark Lindschied agent, for period of July 1, 2008 to June 30, 2009 for both. Motion by Supervisor Growe to approve both applications, seconded by Supervisor Biron. No further discussion. Mt. Cd. Clerk Radke presented re-newal operators licenses from Charlene Moser. Motion by Supervisor Growe to approve, seconded by Supervisor Biron. No further discussion. Mt. Cd. Chaiperson Connor said Burnett County received the grant on the Comprehensive Land Use Plan. She presented ordinance on 5 member plan commission. After all discussion, Motion by Supervisor Biron to adopt the town plan commission ordinance, seconded by Supervisor Growe. No further discussion. Mt. Cd. Clerk will get it typed up and ready to post. Discussion on 2008 Board of Review Alternates. Motion by Supervisor Biron to appoint Kim Campion and Don Uecker for the 2008 Board of Review, seconded by Supervisor Growe. No further discussion. Mt. Cd. 1 building permit issued by UDC inspector. No log permits. Supervisor Growe said the Annual Roadside Clean Up day will be Saturday, May 17 from 1PM to 3PM. Chairperson Connor spoke of setting up the collection for TV’s, etc. She said the same company that does the white goods pickup does it. She will call them for more information. Dave Formanek spoke of Fire Department getting signs for door at Fire Hall and asked if the board would like to get the door to the meeting room, garage and town office done. Board agreed to have office and meeting room done. Road Supervisor Proehl said no need to do garage door. Bill Wilson spoke on ATV’s on town roads and asked board to stay firm on not allowing them on town roads. All board members said they have no intention of allowing it.
