March 10, 2008 Regular Monthly Town Board Meeting
Town of Jackson Board Meeting March 10, 2008 The meeting was called to order at 7pm at Town Hall by Chairperson Dianne Connor. Present were Chairperson Dianne Connor, Supervisor Nancy Growe, Supervisor Gary Biron, Clerk Lorraine Radke, Treasurer Kimberly Campion, Road Supervisor Bob Proehl and Fire Chief Dave Formanek with 13 others present. Pledge to flag was said. Clerk Radke verified proper notices had been posted and published. Board reviewed agenda. Chairperson Connor requested moving discussion of comprehensive plan commission be moved up right away. Motion by Supervisor Growe to approve the agenda as amended, second by Supervisor Biron. No further discussion. Mt.Cd. Mr. Mike Kornmann spoke on comprehensive plan commission. Burnett County has not received grant applied for yet but feels they will get it. He spoke of the Town of Jackson will need to establish a planning commission and adopt an ordinance on it. He explained the process of both. Chairperson Connor said Craig Conroy, Kathy Swingle and Tom Heenan have said they are willing to be on the planning commission. Mr. Kornmann said if the county receives the grand by the end of the month they hope to have a resolution ready next month to present to the board. Board thanked Mr. Kornmann for coming to the meeting. Minutes of the February 11, 2008 meeting presented. Motion by Supervisor Biron to approve the minutes as presented and a second by Supervisor Growe. No further discussion. Mt. Cd. Financial report presented. Treasurer Campion spoke of change in monthly budget as to a different way to show items to clarify better. Motion by Supervisor Biron to approve financial report as presented and a second by Supervisor Growe. No further discussion. Mt. Cd. Treasurer spoke of buying some “Forever” stamps since postage will be going up soon. Clerk Radke said the town spent about $1400 last year on stamps. After some discussion a motion was made by Supervisor Growe to purchase 3500 stamps and a second was made by Supervisor Biron. No further discussion. Mt. Cd. Some discussion on state investment pool as to interest rates, etc. Treasurer Campion spoke of process getting into it. She also got interest rates from Community Bank in Siren. Rates were a little higher then the Bremer Bank. Treasurer Campion said this would be a board’s decision. After some discussion. After all discussion, the feeling of the board was to keep things as they are now and can check into it at a later date. Treasurer Campion spoke of Town needing a resolution on record for funds being transferred from one bank to another. She will get a resolution drawn up and board will meet at a later date. Bills were presented. Motion by Supervisor Biron to pay all bills as presented, seconded by Supervisor Growe. No further discussion. Mt. Cd. Discussion on Fire Department. Chief Formanek said there was a chimney fire February 22 on Mallard Lake Road. No problem putting it out. They attended a barn burn on February 23 with Scott Fire Department. Spoke of some problems Scott had with their equipment. Also, attended an electrical safety class in the Town of Scott. Jackson will have pump training in April. Ken Tonsager is installing the new washer. He is having a few problems but will be working on them. Chief Formanek spoke of court case with the worm farm. He was paged to appear in court but because his name was not on the witness list the case was dismissed. There will be a re-arraignment on March 17. Tom Heenan stated there was some objection on authorization matters. Discussion on Highway Department. Road Supervisor Bob Proehl said he gave Mark Krause the information he needed for Thompson Bay Road. He spoke of some problem with the equipment on the International truck. He will be meeting with the Monroe Company on it. Bob gave the Town Clerk updated equipment list for the insurance company. He is working on current inventory list. He presented the board with a road maintenance policy to look over and present at a later date to accept. He is working on reserve contingency fund and will have it for the board in the future. Discussion of town website. Supervisor Growe said it is all ready to be sent in. It should be ready to view a couple of days after it was sent in. She will keep it updated as long as she is in office. She presented a resolution on the website to be passed. Motion by Supervisor Biron to adopt resolution as presented, seconded by Supervisor Growe. No further discussion. Mt. Cd. No logging or building permits issued. Fire Chief Formanek presented 2 applications for permits on behalf of Voyager Village to place buoys on Cadott Lake for swim area. He said the Town of Scott and Webb Lake have the permits also. No objection by the board. Chairperson Connor signed them. Chief Formanek will deliver them to the DNR. Jim Moser spoke to board on new logging ordinance the board passed. He said he is not in the logging business but cuts trees. Does he need a logging permit each time? Supervisor Biron said if it is being harvested for commercial value, he does not need a permit. The kind of stuff Mr. Moser is doing does not require a permit. Some discussion on when it would get to be a bigger project. Supervisor Biron said as in the past, keep in contact with the road supervisor. Quite a bit of discussion on not leaving wood or brush along roads and equipment used. Treasurer Campion spoke about buoy fund town is still carrying in books accounts. Has been closed and she will put balance into checking account. She said she plans to apply for a scholarship to attend a class in Green Bay. Will keep the board informed on it. Chairperson reminded everyone that the annual meeting will be held at the Town Hall on April 12 at 10 am. Bob Proehl asked about a 5 member board. Clerk will get information on it for the annual meeting. No further business at hand, motion by Supervisor Biron to adjourn, seconded by Supervisor Growe. Mt.Cd. Meeting adjourned at 9 pm. Lorraine Radke Clerk Town of Jackson Board Meeting March 18, 2008 Meeting called to order at Town Office at 4:35 pm by Chairperson Connor. Present were Chairperson Connor, Supervisor Nancy Growe, Clerk Lorraine Radke, Treasurer Kimberly Campion. Absent: Supervisor Gary Biron Clerk Radke presented amended 2008 proposed budget as discussed at the March 10, 2008 monthly board meeting. Treasurer Campion explained it does not affect the highway budget. Just shows a better way of explaining utilities, etc. Motion by Supervisor Growe to approve and adopt the 2008 amended budget as presented, seconded by Chairperson Connor. No further discussion. Mt.Cd. The Winter Road Maintenance Policy prepared by Road Supervisor Proehl presented. After some discussion, motion by Supervisor Growe to adopt policy as presented, seconded by Chairperson Connor. No further discussion. Mt.Cd. Treasurer Campion present resolution of public depository and authorizing withdrawal of town moneys. She explained interest rates at different banks. Motion by Supervisor Growe to adopt Resolution #31, seconded by Chaiperson Connor. No further discussion. Mt.Cd. Clerk will get it published and posted. Some discussion on interest rates at Community Bank in Siren. Treasurer stated the town could put some of the general fund into a CD there. After all discussion motion by Supevisor Growe to put $30,000 into a one (1) year CD at Community Bank, seconded by Chairperson Connor. No further discussion. Mt.Cd. Treasurer Campion spoke on local Government Pool Investment. She has checked into it. After some discussion decision by Supervisor Growe and Chairperson Connor to keep this information on file for the future.
