June 9, 2008 Monthly Board Meeting Minutes
TOWN OF JACKSON MONTHLY BOARD MEETING JUNE 9, 2008 The meeting was called to order at the Town Hall at 7 PM by Chairperson Connor. Present were Chairperson Dianne Connor, Supervisor Nancy Growe, Supervisor Gary Biron, Clerk Lorraine Radke, Treasurer Kimberly Campion, Fire Chief Dave Formanek and Road Supervisor Bob Proehl with 12 others present. Pledge of Flag was said. Clerk Radke said proper notices were posted and published. Board reviewed agenda. Supervisor Growe added discussion on web site, fireworks and signs for Town Hall and Fire Hall. Motion by Supervisor Biron to approve agenda with additions, seconded by Supervisor Growe. MT. CD. Minutes of May 12, 2008 monthly board meeting presented. Motion by Supervisor Growe to approve minutes, seconded by Supervisor Biron. No further discussion. MT. CD. Financial report presented. Motion by Supervisor Biron to approve financial report as presented, seconded by Supervisor Growe. No further discussion. MT. CD. Eric Gulbrandsen introduced himself as the local police officer working with Paul Johnson in Jackson, Webb Lake and Scott townships. He gave his background in law enforcement. He works in Hayward Police Department, also. He explained his patrol hours and duties in the area. Board thanked him for attending the meeting. Bills presented. Clerk Radke explained a bill she will be paying for the Fire Department from 5 Alarm that is from September, 2007 that was never paid and a credit they have coming that will be taken off the bill. It will appear on next month’s bills. Road Supervisor said check #22087 to Monarch Paving was for cold patch not hot mix. Motion by Supervisor Biron to pay all bills as presented with corrected one, seconded by Supervisor Growe. No further discussion. MT. CD. Discussion on Fire Department. Chief Formanek said there were no calls since last meeting. The boat training went well. Solved some problems they had while training. Supervisor Growe asked if the department is still interested in a 12 foot boat. Chief Formanek said he thinks it would be too small for their needs but thanked her for the interest. The Annual Poker Run training will be held June 24 where firemen learn different roads in the town, etc. He said the court case on the Worm Farm is to be June 11. He said he spoke to Dave Burkloff, fire protection coordinator for fire safety and was told our fire inspector Tom Heenan is doing a wonderful job as fire inspector in Jackson. The 1999 truck is getting some equipment put on it. Dave read a letter from Carl Hanson stating he will no longer be giving donations to the fire department due to the actions of one of their members at the town’s May monthly meeting. Dave said he received a check for $115 from North Sand Lake Association and thanked them. Chairperson Connor asked about the discussion last month on the door they spoke of putting between fire hall and office leading to storage area. Dave said it was discussed at the fire meeting and not sure it is really needed but could meet with the town board on it at a later date to discuss more. Road Supervisor Biron opened bids received on Mallard Lake Road. 1 from Kraemer Co. for pulverizing for $3945 per mile for total bid of $13,571. 2. from Taylor Paving for hot mix bid of $269,000. 3. Monarch Paving for hot mix bid of $255,695 and for pulverizing bid of $15,338. All bids had proper proof of insurance. After some discussion of budget amount and highway contingency fund amount, motion by Supervisor Biron to accept the bid from Monarch Paving for $2525,695 for hot mix and Kraemer for $13,571 for pulverizing of Mallard Lake Road, seconded by Supervisor Growe. No further discussion. MT. CD. Supervisor Biron will contact all bidders involved. Discussion on Highway Department. Road Supervisor Proehl said he met with Brian Langdon on signs for Town Hall and office doors and showed board samples. He said all town roads have been swept. Cemetery sign has been put up. Doing some patching and cleaning up of trees after last storm. He spoke of setting a date for the Saturday White Goods Pickup. Chairperson Connor presented a letter from KleanAir and prices they charge for TVs, etc. Some discussion on what to charge for items. After all discussion date of August 23, 2008 from 8AM to 12 Noon set for Saturday drop off date. Supervisor Growe will get a price list and items accepted to clerk to be posted and published. Discussion on bridge on Voyager Road. Damage was discussed last month. Road Supervisor Proehl said one side will need to be replaced. He will be checking it out more to see what can be done. Chairperson Connor asked about the complaint last month about damage to fire number. Proehl said the number has been replaced. Chairperson Connor said the board needs to set a per diem for meetings of the planning commission. She explained about how many meetings could be held. Motion by Supervisor Biron to set per diem at $35 per meeting, seconded by Supervisor Growe. No further discussion. MT. CD. Clerk will get ordinance posted. Discussion on furnace replacement in hall. Clerk Radke presented a list of companies to contact she got from Dan Campion. Supervisor Biron will contact them. Clerk Radke presented Assessor contract from Nordquist Appraisal for 2010 and 2011 at $17,000 per year. Motion by Supervisor Growe to accept the contract, seconded by Supervisor Biron. No further discussion. Mt. CD. No log permits issued-4 building permits issued. Supervisor Growe reported as to the number of people who have visited the town web site. There has been a very good response. She also spoke of getting a sign put on the Town Hall and Fire Department. Everyone thought it was a good idea. She said the Annual Roadside Clean Up went pretty good and she is working on different ideas for next year. She spoke of the fireworks article in WTA newsletter. Quite a bit of discussion on issuing permits or not. Chairperson Connor said she will not issue any unless it is a reliable organization. Discussion on letter from George Benson on quiet claim title on Meyer Road. She said Mark Krause asked to be on the July agenda. Board will talk to him on it then. Chief of Police Paul Johnson asked if there is any place that Eric Gulbrandsen can stop and take breaks and catch up on his bookwork in Jackson. Board said Clerk could give him a key to the Town Office. Clerk Radke told Eric to stop at the office on Friday and she will get him into the code system. Paul Johnson presented agreement to provide law enforcement services to the Town of Jackson to review and sign. Chairperson signed it.
