July 14, 2008 Monthly Board Meeting Minutes
TOWN OF JACKSON MONTHLY BOARD MEETING JULY 14, 2008 The meeting was called to order at the Town Hall at 7 PM by Chairperson Dianne Connor. Present were Chairperson Dianne Connor, Supervisor Nancy Growe, Supervisor Gary Biron, Clerk Lorraine Radke, Fire Chief Dave Formanek and Road Supervisor Bob Proehl, with 11 others present. Absent was Treasurer Kimberly Campion. The Pledge of Allegiance was said. Clerk Radke said proper notices were posted and published. Board reviewed agenda. Supervisor Growe added Discussion of new sign for Town Hall. Motion by Supervisor Growe to approve the agenda as amended, seconded by Supervisor Biron. Motion carried. Minutes of the June 9, 2008 monthly board meeting were presented. Chief Formanek corrected the spelling of Mr. Bruflat’s name on the fire report. No further corrections, motion by Supervisor Biron to approve minutes with corrections, seconded by Supervisor Growe. Motion carried. Mark Krause presented copies of map of Thompson Bay Road as to survey pipes replaced and a bill for the balance of $1000. Clerk was instructed to send check to Wagner Surveying for this. Mr. Krause spoke on Meyer Road and the Haase property that was discussed earlier as to no other owners in that certain area and property owners to east. He explained different process to be done that Attorney Benson would take care of. Some discussion on any advantage to town having the road discussed. Supervisor Biron told Mr. Krause to have Mr. Benson call him and set up a meeting on it. Mr. Krause spoke on Voyager Enterprises discussed earlier. Clerk Radke received quit claim deeds to be signed by clerk and chairperson and Mr. & Mrs. Moser and the notarizing. Clerk Radke will call the Moser’s and have them meet with her and Chairperson Connor at the bank on July 16 at 9 AM at the Webster bank to get this done. Motion by Supervisor Growe to approve the maps presented on Voyager Enterprises property, seconded by Supervisor Biron. No further discussion. Motion carried. Financial report presented. Motion by Supervisor Biron to approve the financial report as presented, seconded by Supervisor Growe. No further discussion. Motion carried. Bills presented. Supervisor Growe spoke on bill to Vital Signs for the new sign for the Town Hall/Fire Department and showed the sign. Road Supervisor Proehl said he felt sign wording doesn’t line up right and sign should be bigger. Supervisor Growe read letter from Vital Signs explaining error in lining wording up and said they would take $75 off the current price. She gave prices for a bigger sign. Fire Chief Formanek spoke of fire department putting up numbers above doors so a bigger sign may not be best. After all discussion, motion by Supervisor Biron to keep present sign, seconded by Supervisor Growe. Motion carried. Clerk was instructed to send a new check to them for $325. Motion by Supervisor Biron to approve bills as amended, seconded by Supervisor Growe. No further discussion. Motion carried. Discussion on Fire Department. Chief Formanek said one call to fire at Oak Ridge that was cancelled on June 14; call on June 17 to assist in search at Trade Lake. Quite a few of our fire fighters went several times; call on July 1 for missing boy on Mitchell Road who was found right away; call on July 4 to motorcycle accident on County A; call on July 9 to a shed fire on County A. Upcoming training will be on truck and pump operation. Plans to have training on lost person class has been re-scheduled and not sure of the date yet. He said on a fire call earlier that the brakes on Truck #7 went out and have been repaired. The truck is 23 years old. The light bar and hose reel are ready to be put on the 1999 truck that they just got. On door issue discussed earlier, the Fire Department doesn’t feel it is really needed. Second Alarm will be having a Pancake Breakfast on August 10. Supervisor Growe said she will get the announcement on the website. Scott Fire Department’s annual chicken dinner is July 19. Discussion of Highway Department. Road Supervisor Proehl said roads have been mowed and some weed whipping still needs to be done. Plows are put away and ready for next winter. He thanked Officer Eric Gulbrandson for his help in clearing roads after the last storm. Bob said he received a call from party asking if the town has any opposition to party mulching brush rather than burning it. Fire Chief said they should contact the DNR about it. Chairperson Connor gave the board copies of a letter from Michael Linkenheil on Bass Lake Road requesting road be sanded rather than salt/sand in winter and if the board would consider blacktopping the road. Supervisor Proehl said he would put that road on his pure sand list for winter. Discussion on Cemetery. Supervisor Growe presented up-dated rules mainly allowing up to 4 cremains per gravesite. After some discussion, motion by Supervisor Biron to approve updated rules, seconded by Supervisor Growe. No further discussion. Motion carried. Clerk presented new operators license application from Dianne Campbell who has taken the class. Motion by Supervisor Growe to approve, seconded by Supervisor Biron. No further discussion. Motion carried. Discussion on appointment of planning commission members. Chairperson Connor explained board needs to approve these appointments. Motion by Supervisor Biron to approve appointments of Kathy Swingle, Craig Conroy, Tom Heenan, Nancy Growe and Dianne Connor as member, seconded by Supervisor Growe. No further discussion. Motion carried. Supervisor Biron presented bids on furnace at town hall. Received #1 from Maxwell Heating for $2382; #2 from Ebert Heating for $2275; #3 from Earth Energy Systems for $2100. Supervisor Biron spoke on different types etc. After all discussion motion by Supervisor Growe to accept bid from Ebert Heating for $2275, seconded by Supervisor Biron. Motion carried. Supervisor Biron will contact all bidders. No logging or building permits issued. Clerk Radke said she received a request for a sign by 28999 Tall Moon Circle for a dangerous intersection. Mr. Brian Langdon was present and said it is by his driveway and is a bad intersection. Road supervisor will take care of it. Officer Eric Gulbrandson said he didn’t receive any fireworks complaints over the 4th of July. Things are going good and boat patrol going good. He spoke of ATV’s, utility vehicles etc and gave board information that he has on them. Clerk Radke said she received notice from the IRS that mileage rate as of July 1 and for the next 6 months will be 58.8 cents per mile. Mr. Mark Crowl didn’t appear to discuss sign placement on Kilkare Road. No further business at hand, motion by Supervisor Growe to adjourn, seconded by Supervisor Biron. No further discussion.
