February 11, 2008 Monthly Board Meeting

Town of Jackson Monthly Board Meeting
                                             February 11, 2008


	Meeting called to order at the town hall at 7:00 p.m.  By
chairperson Connor.  Present were chairperson Dianne Connor,
supervisor Nancy Growe supervisor Gary Biron, clerk Lorraine Radke,
treasurer Kimberly Campion, road supervisor Bob Proehl, and fire chief
Dave Formanek with 9 others present. Pledge to flag said.  Clerk Radke
verified proper notice of meeting were posted and published.  Board
reviewed agenda.  Clerk Radke added 2 operator’s license applications
to be presented.  Motion by supervisor Biron to approve agenda with
addition, seconded by supervisor Growe, mt.cd.

	Mark Krause spoke to board about survey markers that are gone on
Thompson Bay Road that was knocked down when town did roadwork there
and need to resolve the problem.  Quite a bit of discussion on how
they can mark the road to proper markings & cost to restore survey
markers removed.  After all discussion, motion by supervisor Biron to
have Wagner surveying replace the survey markers on Thompson bay road
as needed & seconded by supervisor Growe.  No further discussion.  Mt.
Cd.

	Mark Krause, and Jim Moser spoke to board about Voyager Enterprises
property now zoned as R-1 and would like to have it zoned as
commercial as before for re- sale purposes.  Board stated they have no
objection but what has to be done.  Mr. Krause will check with county
zoning and get back to board about it.

	Minutes of January 14, 2008 monthly board meeting presented. 
chairperson  corrected  MrTollander's name  as  Ross  not  Russ. 
Motion by supervisor Biron to approve minutes with correction as
presented & seconded by supervisor Growe.  No further discussion.

	Financial report presented.  Treasurer Campion spoke on budget items
as to putting in a line for utilities rather then out of building
maintenance.  Board agreed it would be a good idea. Treasurer will
work on new form and send it to board for March meeting.  Motion by
supervisor Growe to approve financial report as presented & seconded
by supervisor Biron.  no  further  discussion,  mt.cd.

	bill’s  presented.  Chairperson  asked  about  check  for  log 
deposit.  Clerk Radke said it shows in receipts.  Also, supervisor
Biron asked about tax refund checks.  Treasurer Campion explained it
is for over payments thru bank or Mortgage Company over payment.  The
balance is sent to property owner.  Motion by supervisor Biron to pay
all bills as presented & seconded by supervisor Growe, no further
discussion, mt.cd.

	Discussion on fire dept.  Chief Formanek said no calls or runs since
last meeting.  Did pumper training on  North  Sand  Lake.  New hand
auger wouldn’t work and has been returned.  Someone donated a power
auger that works great.  At the last fire meeting the D.N.R.did a
presentation on wild land fires.  Will be an electrical training in
Scott and a practice burn in Scott soon.  Chief Formanek said the new
CO detector is in.  Old one is being repaired and will be used as a
back up.  Chief said Sharon Hughes has resigned from fire dept.  And
will be missed.  The new treasurer Brian Langdon will be getting
copies each month to town clerk.  He has been on the sick list but
getting better.  Chief thanked Guy Lohman and Bob Suchy for the great
job they did keeping the roads cleared  after  last  ice  storm. 
Photos have been taken for town web site, maybe supervisor Growe can
get more at the annual dinner which will be on march 3 at Ike
Walton’s.

	Discussion on highway dept.  Road supervisor Proehl said all town
roads were plowed replaced 2 radios and re-programmed others.  Bump
sign put up on Loon Creek Trail.  Some maintenance done on equipment. 
Letters have been mailed to property owners for Mallard Lake Road
Project.  There was another attempt on gas tanks.  Nothing taken this
time.  Proehl said he has been working with Carol Johnson on fire
numbers and will be getting entire town done with new signs within 4
years.  Have gotten more salt sand in salt shed.

	Discussion on new logging ordinance presented by supervisor Biron. 
He explained the ordinance & after all discussion, motion by
supervisor Growe to adopt logging ordinance  # 29, to replace  # 11 &
11-a, seconded by supervisor Biron.  No further discussion, Mt. Cd.

	Discussion on setting up an ordinance to establish financial reserve
funds.  Quite a bit of discussion on different contingency funds town
has & as to earmarking them as to what they are for and what amount
can be used for what.  After all discussion, supervisor Biron, road
supervisor Proehl, and fire chief Formanek will get figures together
for future meeting.

	Discussion on web site for town of Jackson, supervisor Growe has
been working on it & has gotten pictures.  Need a statement from fire
chief and highway dept.  As to what they would like to have put on web
site.  Will do monthly budget. Calendar to show meetings, chili
cook-off, etc.  E-mail addresses, list of ordinance numbers and
contact town clerk for more information.  Supervisor Growe will
contact the company to see just what can be on it.

	2 log permits issued. No building permits.

	Clerk presented operators license applications from Mark Linscheid
and Lou Ann Linscheid, who are in the process of buying Crow Bar. 
Both have taken required class.  Motion by supervisor Growe to approve
both & seconded by supervisor Biron, no further discussion, mt.cd.

	Treasurer Campion spoke on different options for town money as to
interest rates.  She said board should have a resolution on it.  She
will get more information for March meeting.

	Road supervisor spoke on town policy to not allow private parties to
get salt sand from town salt shed like some other towns do.  After all
discussion, all board members agreed not to allow private parties to
get salt sand from town. 

	Chairperson Connor spoke   on letter from Michael Kornmann on
compressive plan.  Would like town to set up a planning commission of
5 members.  This will be on the March agenda.

	No further business at hand, motion by supervisor Biron to adjourn,
seconded by supervisor Growe, any further discussion, mt.cd.  Meeting
adjourned at 9:15 p.m.
