December 16, 2008 Comprehensive Planning Committee Meeting
Town of Jackson Comprehensive Planning Commisssion
December 16, 2008
Webster High School
Kathy Swingle called the meeting to order at 7:20 pm.
Present were Kathy Swingle, Dianne Connor, NancyGrowe, Craig Conroy &
Tom Heenan.
Services
We realize that the county is struggling with staffing.
Law enforcement in Jackson is now being supplied by Webb Lake Police
Department. The Town of Scott is also part of this group.
Fire Departments should be consolidated as well. We do have a mutual
aid agreement between these three fire departments; Jackson, Scott &
Webb Lake.
We are concerned about the unique situation posed by the commercial
and residential infrastructure of Voyager Village since it also lies
in 3 different towns-Scott, Webb Lake and Jackson.
Our zoning map has already been completed.
Our strategy is to work with other towns in regards to services.
Natural Resources
We have lakefront water issues.
We are in a “fire-prone” area.
Managed forest lands should be in larger parcels because of difficulty
protecting building site lands from fires. There is a potential for
possible clustering of building sites in those areas.
The design in Voyager Village is having large outlots so the rural
feel remains and this plan was ahead of its time.
Voyager Village has planned management of plantings. The roads are
planned so the “Northwoods” character is preserved.
Almost all privately owned lakeshore is developed, however Voyager
Village’s plan is that the lakefront is held in common, and remains
undeveloped & no one owns lake front property.
Economic Development
Encourage “in home” businesses and provide support for this type of
business.
No employees=little or no traffic impact.
Maintain Burnett County’s Northwoods character.
We feel this should be ranked very high. Encourage buffer zones.
We feel the other issues listed on the Issues & Opportunities
Identification Process should be addressed at the county level.
Our scoring was as follows:
Services-7
Natural Resources-10
Lakefront Water Issues-8
Economic Development that is appropriate to Burnett County-2
How to pay for them-3
Maintain Burnett County’s Northwoods Character/Quality of Life-11
Additional Locally Identified Issues-9
-Planned Unit Development Issues unique to Voyager Village
because of 3 towns
sharing the area in which it lies
