April 14, 2008 Monthly Board Meeting Minutes
TOWN OF JACKSON MONTHLY BOARD MEETING APRIL 14, 2008 Meeting called to order at the Town Hall at 7 PM by Chairperson Dianne Connor. Present were Chairperson Dianne Connor, Supervisor Nancy Growe, Supervisor Gary Biron, Clerk Lorraine Radke, Treasurer Kimberly Campion, and Road Supervisor Bob Proehl with 15 others present. Pledge of the Flag was said. Clerk Radke said proper notices were posted and published. Board reviewed agenda. Clerk Radke added naming of road off Bonner Lake Road. Motion by Supervisor Biron to approve agenda with addition, seconded by Supervisor Growe. MT.CD. Mark Krause spoke to board on Voyager Enterprises, Inc. property as to division of property. Mr. & Mrs. James Moser have plans to list it for sale in the future but would like to have part zoned as commercial and part zoned as residential. Also on old road behind the store known as West Bass Lake Road would be deeded to the Town. Quite a bit of discussion on vacating old road, etc. Mr.Krause said Town would need to hire an attorney to get process started. After all discussion motion by Supervisor Growe to contact George Benson to represent the Town of Jackson on this, seconded by Supervisor Biron. MT. CD. Clerk will call Mr. Benson on it and have him contact Mr. Krause for details. Mr. Krause also spoke on survey markers missing on Thompson Bay Road. He showed board a map showing locations of missing markers. After all discussion, motion by Supervisor Biron to have Wagner Surveying do the replacement of markers at approximately $1500 additional cost, seconded by Supervisor Growe. Mt. CD. Mr. Krause spoke on Rick Haase property on Loon Lake. He said Burnett County discovered maps done do not match up. Quite a bit of discussion on road maintenance and cleaning up title so Mr. Haase has proper title to property. After all discussion board told Mr. Krause to contact Mr. Benson and all other property owners involved and get back to the board. Mr. Krause gave the board copies of survey markers on Meyers Road as Mr. John Mulroney property on Meyers Road. Mr. Krause said Town Board should contact Gerald Hanson at the County Abstract office to check it all out. Supervisor Biron will check with them and get back to Mr. Krause. Minutes of March 10, 2008 board meeting presented. Supervisor Biron corrected minutes on logging permits to read, “If it is NOT being harvested, etc. Treasurer Campion corrected minute’s resolution on record to say, “to designate a public depository”. Motion by Supervisor Growe to approve minutes as corrected, seconded by Supervisor Biron. MT. CD. Financial report presented. Treasurer Campion explained 2 bank errors made that have been corrected and will be on the April statement. Motion by Supervisor Biron to approve financial statement as presented, seconded by Supervisor Growe. MT. CD. Bills presented. Clerk Radke said she has received notice of the annual grader payment due before the next meeting. Supervisor Biron said it would be discussed under Highway business. Road Supervisor Proehl said check #22013 should be under highway and not fire. Motion by Supervisor Growe to pay all bills as presented with corrected one, seconded by Supervisor Biron. MT. CD. Discussion on Highway department. Road Supervisor Proehl said they have been cutting trees along Mallard Lake Road, working on mapping and fire numbers, reviewing plow mounts with Monroe Co. Plan to remove road limit signs by the end of April. Bob Suchy and Guy Lohman have taken some training at the county. Bob ordered some new road maps and would like a check from the town to pay for them when he gets them. Board approved. He spoke of some problem with Nortrax on training classes in different places. He also spoke of different option he would like to present to them, one being taking $1000 off grader payment. Clerk Radke told him to contact Nortrax on it with different options he has and get back to board. If he needs a letter from Town Chairperson Connor she said she would get one to him. Clerk Radke presented renewal of operator’s license applications from Del Niemi and Lorraine Radke. Motion by Supervisor Growe to approve both, seconded by Supervisor Biron. MT. CD. Carl Hanson spoke to board about opening some town roads for ATV’s to travel to get to different trails. Tom Heenan spoke on liability issue to town. Quite a bit of discussion on different issues that have come up at prior meetings on this. Entire board stated their feeling is not to open roads in Town of Jackson to ATV’s. Discussion of date Board of Review for 2008. Date is set for Saturday, May 31 from 10AM to Noon. Clerk will call assessor on time for Open Book. Supervisor Growe will get it on the website. Board will appoint alternates at the May Board Meeting. Discussion on letter from Carol Johnson at Land Records office on naming a road off Bonner Lake Road that has been before the board earlier. After all discussion, motion by Supervisor Biron to name the road “Jessie Ryan Court” with the stipulation it is not acceptable as a town road. It does not meet Town standards. It is a platted public road and not a town road, seconded by Supervisor Growe. MT. CD> 1 building permit issued by UDC inspector. No log permits issued. Clerk Radke spoke of sidewalk needing work done. It is too much of a step up. Will not meet handicap requirements. Ken Tonsanger will check it and see what can be done. No further business at hand, motion by Supervisor Biron to adjourn, seconded by Supervisor Growe. MT.CD. Meeting adjourned at 9:30 PM. Lorraine Radke Clerk
