April 12, 2008 2008 Annual Town Meeting
TOWN OF JACKSON 2008 ANNUAL MEETING APRIL 12, 2008 Meeting called to order at the Town Hall at 10 AM by Chairperson Dianne Connor with 17 present. Pledge of Flag said. Minutes of the April 14, 2007 annual meeting presented. Motion by John Mueller to approve minutes as presented and seconded by Roger Larson. No further discussion, motion carried. Chairperson Dianne Connor asked if there were any questions on the 2008 Annual Financial Report. John Mueller asked about the amount received for liquor licenses. Clerk Lorraine Radke said these are for the Crow Bar and Voyager Superette and all picnic licenses issued through the year. No further discussion. Motion by Dan Brown to accept 2008 Annual Financial Report as presented, seconded by George Sonterre. Motion carried. Discussion on date for 2009 Annual Meeting. Motion by John Mueller to set date for Saturday, April 18, 2009 at 10 AM at Town Hall, seconded by Dave Growe. Motion carried. Discussion of Town website. Supervisor Nancy Growe has it all set up and gave the website address. We have a computer set up today if anyone would like to look at it. She explained different things on it and company she has been working with. Dan Brown asked if the tax roll is on it. Nancy said it can be downloaded. Clerk Lorraine Radke said Nancy Growe deserves a lot of credit for all the work she has put into this. Discussion on Highway Department. Supervisor Gary Biron explained Road Maintenance Policy Town Board adopted, which is also on the website. Road Supervisor Proehl worked it up. Mr. Biron explained the 3 year road plan. Will be checking on past chip-sealing done to see how it held up. Plans for 2008 are to resurface all of Mallard Lake Road. Road Supervisor Proehl is working on a 4-year plan for new fire numbers and road signs. Discussion of Fire Department. Chief Dave Formanek said fires have been below average since last year, but it is the time of year to watch out for wild land fires. The training has been going well. Department has gotten new turn-out gear, 2 rescue suits purchased through grants. They also have a boat donated by North Sand Lake Association. They will be having training on pumps on the trucks. There are 15 members now but can always use more members. They have applied for 2 FEMA grants. Town Clerk now receives monthly reports from the fire department treasurer to pass along to Town Board. Dave thanked the Second Alarm for all their support and reminded everyone of the Annual Smelt/Fish Fry on May 2. He also said there are now annual burning permits with a phone number to call each time you burn. Discussion on Annual Road Side Clean Up Day and Board of Review date. Clerk Radke said Board of Review will be set at the April Board Meeting April 14. After some discussion date for Annual Road Clean Up Day was set for May 17, 2008 at 1 PM. It will be put on the website. Roger Larson spoke on looking into joining with Webb Lake and Scott townships police department. Quite a bit of discussion on break-ins, funding etc. Mr. Larson suggested putting something on the website asking the opinion of people. Nancy Growe said she could talk to Paul Johnson from Webb Lake about cost, etc. Gary Biron said will call him about it. Mr. Nick Bilroy said he saw the date for today’s meeting on the website and drove down from Superior to introduce himself. He will be running for State Assembly for District 73 and felt it important to keep in touch with people. Board thanked him for coming. Discussion of White Goods Pickup by appointment with road supervisor. Will keep the policy and still have one Saturday drop-off. Some discussion on getting rid of TV’s, computers, etc. like other places do. Chairperson Connor will check it out more. After all discussion date for the Saturday White Goods Drop-off set for August 23, 2008 9 AM to Noon. It will be put on the webiste. Discussion of cemetery. Nancy Growe said new rules sign will be put up. Mainly says to keep graves cleaned up of flowers, etc to make it easier to mow. Still checking for auger to do cremation burials. Chairperson Connor stated Town has adopted new format for Monthly Budget that is also on the website. Brian Langdon spoke about tires being dumped along roads, bags of garbage also. He asked if it has ever been checked out for names, etc. Clerk Radke said years ago the town had a dump and the attendant checked some and called the County Sheriff’s office but can’t really prove that party dumped the stuff. Allan Rand said the public access on Crooked Lake had a dumpster and no one ever cleaned it up. He donated the access to the DNR and they told him it is up to the town to maintain it. Board said they are not aware of this. Mr. Langdon spoke of sending a letter to names found telling them it was found and town does not appreciate it or something to that effect. Quite a bit of discussion as just how to enforce something like this. Clerk Radke spoke of increase in salary for Town Chairperson and Supervisors. They haven’t had one for a few years. After some discussion, John Mueller made a motion to increase Chairperson and Supervisor salaries by $1000 a year to take effect at the April 2009 Town Election, seconded by Karnie Sonterre. No further discussion, motion carried. No further business at hand, motion by John Mueller to adjourn seconded by Karen Sonterre. Motion carried. Meeting adjourned at 11:30 AM.
