CHANGE IN WEIGHT RESTRICTIONS FOR ROADS IN THE TOWN OF JACKSON

 

The Town of Jackson will once againbe POSTING weight restrictions in mid-March as determined by the Road Supervisor and will continue to be POSTED until a time when the Road Supervisor deems the roads thawed and supportive to heavy traffic. Generally this time frame is from March 15 to May 15, every year.

During spring, thawing begins at the pavement surface and moves downward.  This can mean frost under the pavement surface my still extend down to a depth of 48-72 inches, while thawing of the top 18-20 inches under the pavement has occurred; this is the condition that creates the problems with the pavement. As the top 18-20 inches begins to thaw the mositure can not drain downward due to the frozen soil below. This trapped mositure causes soil in this depth to act like a "sponge" and thus allow the bituminous pavements to move upand down due ot vehicle weights traveling on the pavement surface. The pavement can be weakened by this continuous oscillating movement and thus begin to crack and break down. This is also the time of year when most potholes are created. For this reason seasonal weight restrictions are imposed on roads each year. (State of Wisconsin Publication "Frozen Road Declaration/Spring Weight Restriction Decision Process" May 6, 2005)

THE TOWN OF JACKSON HAS CHANGED IT'S WEIGHT RESTRICTIONS FROM 8 TONS TOTAL TO 4 1/2 TONS PER AXLE. THIS WILL BE ENFORCED WITH THE HELP OF THE BURNETT COUNTY SHERIFFS DEPARTMENT.

EXEMPTIONS WILL ONLY BE ISSUED IF SUCH EXEMPTION IS REASONABLE AND NECESSARY TO PROMOTE THE PUBLIC HEALTH, SAFETY OR WELFARE (SUCH AS SCHOOL BUSSES, HEATING FUEL, GARBAGE TRUCKS). EXEMPTION REQUESTS MUST BE APPROVED BY THE JACKSON ROAD SUPERVISOR PRIOR TO THE EXEMPTION. CALL 715-866-7909 FOR A PERMIT OF IF YOU HAVE ANY QUESTIONS.

UNDER SECTION 86.02 OF THE WISCONSIN STATE STATUTES, A PARTY WHICH HAS CAUSED DAMAGE TO A ROADWAY IS LIABLE FOR TRIPLE THE COST TO REPAIR THE DAMAGES. THESE ARE COLLECTED THROUGH CIVIL COURT.

 

NEW TRUCK ARRIVES

The Town of Jackson has recently received delivery of a new 2009 International Dump Truck equipped with a front mount reversible snowplow, 9' double function patrol wing and stainless steel under tailgate spreader for salt sand. The new dump truck replaces the 1991 Ford dump truck.

The Town of Jackson Highway Department maintains 81 miles of local roads and right-of-way, the third highest of the twenty-four towns and villages in Burnett County. Highway Department employees make every effort to maintain the proper conditions, safety and appearance of local roads and rights-of-way for the benefit of the voters, residents, property owners and visitors.

The Highway Department staff includes a full-time Supervisor and two part-time employees who operate and perform regular and preventive maintenance on roads maintenance vehicles worth an estimated $750,000. In addition to providing emergency road services such as snow removal and storm damage cleanup, the highway department employees perform required maintenance work on all town roads as well as much of the construction work for “new” surfaced roads added to the Town’s inventory of roads. Surfaced roads are periodically  crack-sealed, chip-sealed or resurfaced to maintain proper road conditions; and marked with signage and striping to improve road safety. Gravel roads are supplemented with additional gravel and graded to maintain proper shape and drainage.

Other duties include; sweeping of surfaced roads, mowing the rights-of-way, maintenance of town boat landings as well as the Town Hall and Town Cemetery properties grooming functions. Extensive right-of-way cleanup to remove tree growth and deadfall is performed in alternate years.
